Seven voices seen, then one word heard.
At Sinai 'all the people saw the voices' (Exodus 20:15). Voices cannot be seen, so the text matches them to the seven 'voice of the LORD' lines in Psalm 29: the Torah was given in seven voices. The people first saw them and then heard the speech that came out from among them. Why then ten utterances? The ten are seven voices plus three 'sayings'. Proverbs 4:7 names two of these as wisdom and understanding. The third stays hidden: do not search for what is concealed from you. All ten were spoken as a single word.
