Each judge sees one facet; together they see it all.

God ordered the governance of His world like an earthly kingdom (Berakhot 58a), with courts and sanhedrins of spiritual beings before which every matter is weighed. Since each person and each act can be judged from many sides, every member of a court is shown one true aspect, until together nothing is missed; then the head of the court seals the verdict. Angelic overseers, called the eyes of God, come as witnesses, and the Satan serves as prosecutor. Out of goodness no one is seized until he accuses. God already knows all; He judges through these orders because His wisdom so arranged it.
