Below, the same flame must climb; above, each rung kindles another.

In Asiyah a nefesh rooted in its lowest level (malkhut) must itself climb, step by step, up to keter of Asiyah. It cannot be left below, because the klippot surround that world. In Yetzirah and above it works differently: the first ruach stays in its place, and through good deeds the person gains a new, higher ruach, and so on. This is why anyone can become like Moses if he purifies his deeds. Someone with only a nefesh can still outrank someone with a ruach, and a person can reach even a nefesh of Atzilut.
